The Vieux Carre Entertainment District project was an ambitious effort to reduce sound levels on Bourbon St. by revising the sound ordinance in regard to sound levels, times, and measurement techniques in areas densely populated with tourists and sound sources. The project was coordinated through the French Quarter Management District to educate, coordinate, and receive input from all stakeholders (residents, musicians, club owners, etc) in order to reach recommendations that are considered the first step in improving the conditions as it relates to sound and the residential community.
Valuable insight was gained in the community meetings by utilizing “soundwalks” to collect sound levels and the participants' subjective evaluation. The study examined the dBA/dBC ratios for live music, open and closed facades for venues, sound propagation, and historical architecture.
